Koti Virus in my windows 7 pc. can i erase all data and install new windows?

I am worried since last night after this ransomware koti virus has affected my laptop. I have now used multiple malware scan tools like Malwarebytes, HitmanPro etc to scan malware and viruses. but i am not sure whether if virus is fully erased or not. since readme.txt for ransom are still there and files are still encrypt. i am unable to decrypt my files. i tried emisoft decryptor tool but it says impossible to decrypt. also i wanna ask that if my erase all my data and install new windows in my laptop. will virus be gone forever or still will be there?

Reinstalling windows is not necessary and will take many hours.

These ransomware attacks do not leave any virus on the computer.
It only encrypt your files.

The only way to get your files back on service is to restore them from a good back up if available.

You keep the compromised files on a CD or Flash driver in the event that a solution is found.
At the moment as far as we know this may never happen. Your call.

You can delete all the compromised files now or after having made a back up.

As I said the is optional unless you have other issues with this computer.

Download the Farbar Recovery Scan Tool (FRST).
Choose the 32 or 64 bit version for your system.
and save it to a folder on your computer's Desktop.
Double-click to run it. When the tool opens click Yes to disclaimer.
Press Scan button.
It will make a log (FRST.txt) in the same directory the tool is run. Please copy and paste it to your reply.
The first time the tool is run, it makes also another log (Addition.txt). Please attach it to your reply.

How to attach a file to your reply:
In the Reply section in the bottom of the topic Click the "more reply Options" button.

Attach the file.
Select the "Choose a File" navigate to the location of the File.
Click the file you wish to Attach.
Click Attach this file.

If it's identified as suspicious by your Anti-Virus program trust it if Downloaded from the link I provided.
You should restore the program from the Quarantine folder.
