LibreOffice calls out EU officials for using Microsoft Excel, ignoring ODF

You absolutely can change docx backgrounds. In fact there's an entire dark view for all their app. (Not GUI, but dark view that changes all the backgrounds to black and all the text to lighter readable colors.) Look at revisions 1204 and 1208 here.
There is a dark UI, yes, but changing page background, no, I could not find the option.
WPS has dark UI and I can change the background, but no dark view mode as in MS Office; LO and OO has dark view mode.

At the end you will find each alternative is missing a piece or two; only OS is complete.

I'm using at the moment FreeOffice by Softmaker, I've used their pay versions in the past but this does the job for now as does OnlyOffice which I also like, my wife may need 365 again in the future & if or when she does I'll get it, highly unlikely it will be on this desk PC though as for myself its overkill.

Then you are using the free version, which is lacking this option.

Exactly; the main theme is the "free" alternatives; I know the option is available for the paid version, which I never used before.

I mean I do not need free alternative, but the post is discussing free alternative; MS Office is mentioned only because they are the alternative to.
 
A couple of days ago, we reported that the developer of LibreOffice, The Document Foundation (TDF), has protested the European Commission's (EC) use of Microsoft's Excel (XLSX) format to collect feedback from the public about the new Cyber Resilience Act (CRA).
It seems like TDF's complaints have bore fruit, as the EC has now published the same feedback form in an open format too.
