  1. click on the "Network" icon on task bar.
  2. right click > Properties on the specific Network connection
  3. switch to the "Security" tab.
  4. click on "Advanced Settings" button.
  5. click the checkbox labeled "Enable Federal Information Processing Standards (FIPS) compliance for this network.
Reboot!
I found this after doing some research for you!

Do you have that setting available?

Are you paying your provider for USB tethering? Providers charge a fee to do this on top of your regular cell phone service.
Android? What version?
Are you using Windows Firewall? Disabling Security software for a short time while you connect. In windows firewall add svchost.exe to exceptions
Are you sure you have USB Debugging enabled?
Is your computers Lan Adapter enabled?
Have you tried reinstalling the driver?

I use PdaNet+ for Android http://www.junefabrics.com/ to tether my cell to my laptop when I have no wi-fi.I do not pay for tethering/wi-fi hotspot. You can use the free version which doesn't allow connections to secure sites such as banking, ect. You can hide your data usage from your carrier and PdaNet+ ( pay version) allows access to all sites including secure sites, increased connection speed and does not interrupt connection. You can get it for a limited time for $7.95 which is half off. Some carriers block it in Google Play Store but you can get it via Browser on your mobile phone.I have been using this for years and it works great and saves you $20 a month if you pay for tethering service. You download it on both your mobile phone and PC.

Thanks dear, though the issue was resolved post I uninstalled bitdefender security suit. One thing which I didn't understand was that I was able to access the Internet with the same configuration before but what went wrong yesterday that this problem arised?

I too have faced the dreaded:eek: Blue Screen Of Death! I do believe this has contributed to a great many Windows 8 users dissatisfactions,:( & their early mistrust:mad: of a beautiful new OS that did not work as hoped. Shortly after joining, back in December 2013, I'd learned from the GREAT Exterminator20 that Bitdefender Free was frustratingly incompatible with Windows 8.1, as I was blaming poor innocent Zemana Antilogger. Since then, I've read this is no longer the case, but I've not had the opportunity to reclaim my old confidence in their AV product (yet). Comodo was an early AV/Firewall consideration, but I never did try it. I have, ever since resurrecting our Windows 8/8.1, only used it's "native" built-in Windows AV (Defender) & Windows Firewall from the much appreciated knowledge gleaned from the advice of both experienced helpful Staff & many wizened member "wizards" whom know what it feels like. Yay for your working system & cheers to MalwareTips ..just because!!!:)

Probably you said it all. I also feel that inbuilt windows dense mechanism should only be used rather than these ugly piece of resource sucking beasts who actually a frustrating and lead to unnecessary troubles.
