Well both myself and @Shadowra have been able to download it. There have been some times in the past when I've had trouble accessing the website. But I was able to download it again right now. So it seems there is an issue at your end.

The regional block you are talking come from dns attack that is why it's blocked. it's not regional it's european block (i have tested , france, deutshland, luxembourg, switzerland).
