It looks like you might have a security program that is blocking Outlook from loading the dll that it needs. Just a guess. Try with all security programs disabled, and see what happens.

I tried to disable my security program but I still have the same issue

If the value does not exist, create it: right click in that key to create DWORD value "MaximumAttachmentSize" with "5000" or run this in CMD:

reg add "HKCU\Software\Microsoft\Office\15.0\Outlook\Preferences" /v "MaximumAttachmentSize" /t "REG_DWORD" /d "5000" /f

My issue is not with Word, I can sent mail with Word.

3rd party software uses settings from Windows apps, so it might. If it does not, just remove it afterwards.

After some exchanges with the friendly ChessBase support and some unsuccessful tries, the solution was found, very simple !
There is an Outlook's update...
