It means unless you run third-party applications like, Chrome/Firefox, Flash, Java it is unnecessary. But I would still use it.

Again, bypassed.

Also it is really complicated to set-up if you don't have much security experience.

In those sources, it is stated that the bypass is either from an older version of EMET and or patched in the latest version which is 5.5 is the build stated in this thread.

and the article was written in november. maybe something changed. i am not an expert anyway
