Agree; Google shows weather for my location inspite of changing the geolocation option to somewhere else.

No, not really. I think this was introduced purely because of Google.

99% of the website just use IP address to determine user location, with 1% being GPS or Wi-Fi networks.

Even that wouldn't work because most of websites determine your location based on IP. Considering tiny amount of PCs has GPS, and they are inside of the buildings, it isn't reliable way to find user location.

Google uses mixed approach. They use Wi-Fi networks, GPS and IP address. This is why they are always correct.
