I dont use Panda cloud, have tested it though liked the URL filter
Is there a GUI button to clear the recycle bin ?
Could be a corrupted entry some where...
have you tried un-hiding protected operating system files then going to C:/Recycle Bin and emptying from there ?
sounds simple but I found this worked for me when I had a similar issue

Yes, sorry it's the action history not the RB, I hit clear but it won't go away

If you have used Panda Cloud AV, it does have a Recycle Bin similar to Quarantine.

Don't see how that would be related to Panad...

I have fixed this, had to re-install
