PopUps when i click Steam, chrome, explorer

Ok so here is a picture of what i am getting. I clicked any link on the sotre, in this case the magic game that is on the picture. As soon as i clicked a page went up ( i think that says adcash or something) and redirects me to whatever ad page. Loading it in the steam browser

HI! I was talking to other people that live in this hause and they have had this kind of pop-up while in the house, using either the cellphone or ipad. Is it possible to be something from my provider in the router/modem?
