Random Security Error popups

Yesterday, I noticed my computer was running a little slower than usual. Suddenly, I was getting repeated "security error: your current security settings do not allow this file to be downloaded" completely at random. It's been going on for a full day now, and sometimes it stops, but then sometimes like 20 of these popups will appear at once. The same thing that happened to this person is happening to me: http://malwaretips.com/threads/need-help-dllhost-exe-com-surrogate-virus.35288/

Anyway, I restarted, and AVG detected a virus a few minutes after the computer booted up, though it said the virus was taken care of. To be safe, I then ran a scan with AVG, and then Malwarebytes. Both detected something and subsequently neutralized it, yet the popups remain. Every time I restart, the same virus is detected and neutralized, but I still get these random security error notifications. It's worth mentioning, too, that after the initial scans I ran a few more and there are no signs of a virus, even though I am STILL getting the popups.

This is getting very annoying and intrusive. :( Please help.
