Redirected to "Noti Manager"?

Whenever i connected to a site without https encryption such as slither (every site without https actually), it redirects me to a page with "noti manager" written in the tab, and then directs to the site.
Sometimes it freezes on the noti page itself.
For eg, wrtiting slither . io (without spaces) goes to http://203.94.248.63:3000/noti/?tm=...ither.io","categories":[0],"reputations":[1]}

What's this? DNS is google's. Problem is present on all devices connected to the network. But goes away on different networks (same devices).

Yes, it can be malware redirecting him to malicious content. It is always better to scan a PC for malwares. He can also try with another browser.

PS. By the way almost for two weeks I can't open a kasperky site with Firefox:

No problem with Opera/Chrome but Firefox gives me this message:
Firefox has detected that the server is redirecting the request for this address in a way that will never complete. This problem can sometimes be caused by disabling or refusing to accept cookies.
I enabled cookies, disabled vpn, adguard but still it occurs.
