Russia’s Federal Security Service (FSB) has formally charged Telegram founder and CEO Pavel Durov with aiding terrorism and issued a warrant for his arrest, escalating a long-running clash between the Kremlin and one of the world’s most widely used encrypted messaging platforms.

The move, announced on July 29, 2026, centers on allegations that Telegram failed to remove channels, group chats, and automated bots that Russian authorities claim were exploited by Ukrainian intelligence services and extremist actors to coordinate sabotage operations inside Russia.

This is just show for the Russian/international public and desperate way to get him back to Rossiya for cooperation.

Remember: Russia tried to block Telegram in 2018. and when it did, half of the internet stopped working so they had to reverse the block. This caused Telegram popularity to skyrocket and it soon became the most used app in Russia. The funniest thing in all of it is Russian government who tries to block it, agencies, politicians, media—everyone uses it. In 2020, Telegram agreed to collaborate with Russia regarding "terrorist and extremist content" and when French authorities arrested Durov in 2024, Russian government was the first and very quick to condemn the arrest of Russian whom they forced to go to exile.

So let's recap: they were very critical of Durov, forcefully took over his companies when he didn't listen to them, forced him to exile. Then, suddenly formed a friendship with him, and recently issued an arrest warrant for him. Durov practically controls Russian messaging market, they desperately need him.

Pavel Durov has fled Russia many years back, he lives in Dubai and has citizenship from Saint Kitts and Nevis, the United Arab Emirates and France.
