Look at what Windows 8.1 already offers straight out of the box, beforehand.

Windows XP days are long gone, which offered no Anti-malware or Firewall protection.

Windows Vista and 7 included basic Anti-Spyware protection with better UAC control tuned in Windows 7. Windows 8 introduced basic Antivirus protection and a Smartscreen filter that was only previously found in IE.
