Advice Request Service CPU full usage

Hi all this is my first post and hope to anserd me
Is there a service on windows 10 to determine the full usege of the processor? Such as the Crypto Mining problem,
i need your advice and if i have misunderstand for this issue correct me.

Process Explorer - Windows Sysinternals - Check performance graph or Performance - CPU Total Time.

New cryptominers are smart and they do not use 100% of CPU, but like 25-50%, so you have to monitor CPU usage.
