The Chromium browser Catsxp, which is based on Brave, still supports Windows 7.

No it will run fine. The only inconvenience is that the feature updates/new builds that Microsoft releases yearly, have to be manually installed. On unsupported hardware they are delivered via Windows Update. But you will get all other updates.

One of my friend installed Windows 11 on unsupported PC (Core i3 3rd generation processor) also with 16 GB DDR3 RAM & SSD (Most probably 128 GB) but his desktop crashed after 2 months after installation of Windows 11 on his unsupported system. Required reboot to work system again & this problem was happened often according to my friend.

The risk cannot be denied; even W on supported PC can crash.
In my case it is working fine, may be because I am not using it for resources-intensive tasks.

He use it for lightweight task like Web browsing with Chrome & Firefox, opening Microsoft office, excel & powerpoint, listening music, watching videos etc.

As you mentioned cpu is core i-3, he has the luxury to use W 11 ent iot ltsc with extended support to Oct 2034.
But without SSD, even W 10 will be very slow; your suggested hardware upgrade with SSD and extra 4 Gigs of ram will make his PC run fine, even with W 11.

Bear in mind that you can't legally buy individual LTSC licenses for personal use. You can buy cheap licenses online, but they are being sold illegally, just like the very cheap licenses for the regular versions of Windows 10/11 and Office.

Although it irks every cell in my body to say this, a Chromebook is a pretty good option for someone who mainly browsers etc, & pretty safe too - I have a close friend who has a desk PC that takes 10 mins+ to start up, (its sentimental reasons he keeps it) He insists on running Norton & Malwarebytes in real time so the PC is running on virtual memory as it attempts to boot with an old rust spinner. He don't want to upgrade, but wants things to work well - I actually acquired more memory but told him as the PC hasn't been opened for 100 years there are slight risks, so he didn't want to do that or install a SSD that I would give him. last time I helped we spent 2 hours getting the latest version of Norton to work.

I no longer have the time or patience with people who know little yet insist on doing things their way & have funds to upgrade.- He didn't want to listen to advice so despite being a close friend I have sort of washed my hands of the situation, in a nice way. You really need to upgrade was the last PC conversation we had .. :)
