Spam/Off-topic Section.

We should have Spam & Offtopic section so we can post whatever we want without the gain of postcount.

Every forum I visited has this kind of section.

We already have an OT forum, it's called Space Bar. Postings there are also excluded from "New Posts" and "Today's Posts".

We have to stay on topic in that section.

The Space Bar can be used for non-security and non-software/tech. related discussions. For example: http://malwaretips.com/threads/what-is-the-meaning-of-life-according-to-you.23976/

1. We do not allow Spam. Spam is wasteful.
2. Off-Topic posts will be removed, if deemed to stray away from the Topic title.
