Most games on Steam aren't free, but the discounts make you think it's a good deal, so more users are willing to spend.
For example: Mobile apps are less than $2, but if the App is highly popular (ie. WhatsApp) you multiply that figure by the X millions of users and boom, you're looking at $$$.
Bottom line: Less is more.
