I am not able to open any application under administration such as task manager. it will show an error "the stub received bad data" Or "The Remote procedure call failed". what should i do ?

Windows is broken.
If it cannot be manually fixed (The stub received bad data.), it's better to Reset Windows (Keep Personal Files). All installed programs will be lost.
@BryanB I seriously doubt average Windows users keep regular and current system backups.
