Troubleshoot Tap 9 adapter

Hi all,
Every time I boot my machine (Win 8.1 64bit) I have an unidentified network showing up alongside my normal network, it says it's a lan with no internet access, I went to device manager and I see a Tap 9 network adapter. I never have installed any VPN's on this machine (only a few weeks old). I uninstalled the Tap 9 adapter and when I reboot it is there again? Eset, Mbam say I'm clean, any ideas?
