Hello,
If want to do edit windows fw rules, iI just reset windows firewall to its defaults. It can be done via windows.
Then i install 3rd party fw and make/edit rules accordinly.

No need for tools. You can easily reset Windows Firewall.

If you want to clear only the invalid rules, I think it's best to clean the registry with cCleaner. Resetting the winfw configuration is a last resort.

Just noticed, that HiBit Uninstaller and its registry cleaner removes invalid fw rules.

Any good reg cleaner should do really, since those are obsolete reg entries referring to a nonexistent location.
