hola collects and sells userdata , so preferably do not use it.
Well, that's only one of the apparent problems with Hola.

Another one is the following

After reading all that, I'm not interested in Hola. I have used Zenmate and DotVPN in the past, and they both worked fine for what I wanted.

No need for it. Apps don't run in the background:

Removed: ZenMate.
I think give a try to desktop zenmate.

You can set it not to run with Windows startup & fire it manually only when you need to use it. This way background service only when running it.

I understand why you would choose Vivaldi but is removing Chrome necessary? I thought Vivaldi had to still catch up to chrome and firefox's performance and usability.
IMO Vivaldi is not behind, it is very secure and has the App-Container and Plugin Sandbox Policy Tweak. Also it uses Google Malware and Phishing Blocker.
