U.S Homeland Security Virus

I tried using the system restore method you listed on this website. That didn't work at all. Then I tried the most useful looking method of creating a Kaspersky rescue disk. I downloaded the file and the imgburn software and created a disk. I put it in the infected computer and shut it off and back on again. The computer did the exact same thing it has been doing the entire time. I created a new disk and tried it again but had the same results. Im almost ready to throw this thing out the window.
