Why would this be unbelievable? Pretty much all decisions Trump made since getting into the office again were bad for everyone except for himself.

It feels like intentional creations of fear, uncertainty, and helplessness to extract concessions from other parties. Can also be a red herring to distract from something else that is even more ominous. Soon, "worse" things won't be so shocking anymore.
