Undeletable virus/pup?

This virus came to me awhile back and I thought I had the resources to defeat it so for awhile I have been attempting to get rid of it myself. At this point I have turned to professional help because all of my resources are exhausted. The program is called Mysafesavings, running some sort of msi.exe. The trick with this one is that when you try to stop the program it ends for .5 seconds then instantly comes back. If you need I can do some diagnostic tests to help you see better.
