These "Use VPN's from another country to get licenses" post are no different than pirating in my opinion. I'm sure someone will reply and say whatever excuse they want, but if they aren't in that region then they shouldn't get the offer. Just my opinion.
One has to question, why are you using a VPN to begin with sometimes when it comes to getting licenses for software's. Just saying......
