It was cool ask during Desert Storm since AF realized that they didn't have the weapon systems to effectively penetrate Sadams bunkers. The weapon was designed developed and fielded in less than 6 weeks. Initially it was basically a 155mm cannon from a battleship stuffed with explosives and a sharp cone tip with added fins and a guidance-fuse package.
