That's still ok for a Quad with SSD.
At least 4GB or 8GB RAM and OS Debloat and all will be good.

I have RAM boosted from 4 to 8 GB, DDR3 of course.
For browsing, media playing, office suite, and even SPSS it is okay.
It even can run Bitdefender
