Default block is block all; the other rules are to allow
Try setting outbound connections to block and see what happens.

The inbound connection as per default settings is: 'block if its not matched on the rules contain'; so better leave at default.

Usually more cases are from outbound connection which the application is trying to connect in the internet.

So the default is "Notify me when Windows firewall blocks a new program", right? Which is the recommended too?

This "block all" option sounds appealing to me:D

Don't mess with Windows firewall interface... it is not nearly as simple or intuitive as it sounds. In your case it is best to just leave it alone...
