Good news, I solved the issue.

Solution: Set up email on Windows Phone - Office Support (Bookmarked)

Do not use Exchange mode when setting up an Office 365 email (business), use Advanced Settings and go through with POP3/SMTP settings manually.

I have a lumia 640 and had no problems. but you can try make a hard reset after upgrading. It solves most problems

No, this was with an Office 365 Business account, not a personal Outlook.com account, so setting up is different.
