I can't decide. I know the obvious chose is Windows 10 but still not sure.

It depends on the reason: for malware testing/analysis it is better Windows 7 imo (minor system protections, and you can focus on the test ).
Both are pretty light working in the VM, I've tested Windows 10 under VMware and considering my hardware, I do not complain.

W7 if you set RAM allocation = 2Gb or less. If you have plenty of RAM, you can install W10
w7 will run a lot faster than W10 if you don't have high specs, no doubt

NOTE: don't forget to disable superfetch. You VM will be x2 faster

It all depends on what hardware you are running on your host. If you are running older hardware, even if you pick Windows 7 or Windows 10 both will be slow. I've always gone with Windows 10 as that is what I do most of my testing on.

What are you using it for? I test all incoming Windows Updates on a Windows 10 VM with RollBack Rx so in that case I need Win 10.

If you're wondering about performance, these OS's are largely the same in terms of performance requirements.
