Troubleshoot Windows won't start

Briefly explain your current issue(s)

Boot loop

Steps taken to resolve, but have been unsuccessful

Tried restarting, loop is still there

Update was downloading, and let it run.

Afterwards the computer is stuck in a restart loop, not even Safe Mode can be accessed.

Does anyone have a fix?

You have me curious. I am going to set that up in a VM and find out. I will post back here after.

In older versions users always had issues. Not used System Restore in a few years, Windows 10 RTM came with it disabled by default.

Fair enough, I was not aware of that.
I just felt that testing to see if its a problem at the moment would be a good idea. This was not me trying to prove anybody wrong or anything like that.

Anyways, I want to reset Windows now, but it keeps saying I need an installation disk
