for registry and disk cleanup, i use Advanced System Optimizer.
Just be aware that it does not do a very good job of cleaning up junk. Advanced System Optimizer v3 was released in late 2009 and it has not received any significant updates since then. Some other third party junk cleaners do a much better job at finding junk and its registry cleaner, has minor issues with false positives. There are much better alternatives. It's odd that it's nearly sixteen years later, they have not released any major new versions, just occasional minor updates. However some of their standalone utilities have received significant updates. For example, Systweak's various driver update tools such as Advanced Driver Updater, find a lot more driver updates than the driver updater included with ASO.

Forgot to mention HiBit Uninstaller is a very awesome program.
I have liked HiBit but I recently added CyberSecure to my Unifi router, and the connection to HiBit is blocked (or not connecting) and I assume that is the reason why blocked. I'm sure there's a work around but not sure it is worth the effort. I'm liking BCUninstaller now.

It only uses an internet connection to check for updates. You could just download new versions manually, or update it using one of the various software updaters using Winget, as their apps are among the ones that Microsoft is able to update to new versions with Winget.

Maybe because it connects to Irani servers to checks for updates, which is normal because the developer is Irani developer, but some security software have political issues 🤣.

It may have been down. But MajorGeeks, Softpedia, etc always have the latest version available to download.
