Solved Can't Install or Uninstall any programs

Sorry if I posted in the wrong place.
Here is the problem.
I have a laptop runing Windows XP. If I try to unistall programs, I get an error.
Internal Error 2203. C:\\WINDOWS\Installer\674d42.ipi,
-2147287035
And I also can't install any new programs.
Error
Setup was unable to create the directory "C:\DOCUME~1\*user name*"\LOCALS~1\Temp\is-OAKQB.tmp".
Error 5: Access is denied
Can someone please help me?

It seems that you are missing some Admin privileges:
First you should tweak the settings so that you'll be able to see the hidden files:
Computer> Click Organise -> Folder and Search Options -> View -> Check 'Show hidden files, folders, and drives' > Click Apply.
Now navigate to the Temp folder , then right click on it, and select Take Ownership. Next, do the same process for the C:\WINDOWS\ Installer folder
