Can't reach Decrypter web

Why when I try to get a decrypter, it says I can't reach the website, is the virus still on after a scan and removal!!?

I followed the step by step guide to remove Djvu virus, but I can't reach the decryper websites you guys are suggesting, so do I still have a virus?
