Comodo Cloud doesn't do everything. There is room for extra protection of the system. Whether you actually need extra or not, is a matter of personal judgment.

It is advised to take all reviews with a grain of salt. In extreme cases some reviews use dramatization for entertainment purposes.

CF with the configuration is enough. But you can add an AV or H_C, SysH. But it is not really necessary. But if it makes you feel more confident there is no problem.
CruelComodo doesn't have antivirus. It is recommended to use an antivirus, such as Windows Defender or whatever you prefer.
Also, CruelComodo is not super-strong on vulnerable process protection; in that way, it is similar to Comodo Cloud.
Nevertheless, as @bribon77 said, CruelComodo on its own is strong. It is unlikely that you will get infected.
Why HIPS is a pain The configuration of CS is based on the Sandbox, everything that is not recognized is virtualized and nothing can affect your operating system.
I don't know if Emsisoft works well with Comodo Firewall. Maybe someone else can answer that question.
Generally speaking, it is not recommended to use a full Antivirus suite with Comodo Firewall.
People often use Windows Defender, Avast free, Kaspersky free...

Correct. But it does have a developed HIPS component, and that could cause conflicts. 2 HIPS = trouble.
What should be done when using Emsisoft and CF is to exclude one from the other and there will be no problems.

I have update before couple of days Windows 10 to new version 1903 and Comodo Firewall don't like it or not ready.

Because I was interested, I installed comodo on 1903pc. There seems to be no trouble for the moment.
I think that the problem with comodo is that it is affected by slight differences in the environment.
