Years ago I've used some other software for animated wallpaper (can't remember it's name ATM) but it consumed too much CPU. Since then I didn't try any other similar application.

You can configure Wallpaper Engine for low and high end PC's. You can change the framerate, resolution, post processing etc. Definitely recommended as it isn't that expensive either.
