No, H_C does not touch those settings.
You probably used in the past something like Syshardener or another application that can change file associations to block file types like PIF, SCR, etc. I am not sure which application could change the COM association (probably not SysHardener).
H_C blocks all those file types via SRP (does not change file associations).
