Question Do Kaspersky Safe Browsing protects from malicious IPs and Command and Control Servers?

Should be only web browsing. There are other components such as the network monitor, firewall, ksn etc. that will block them

Kaspersky Safe Browsing does block known malicious URLs same as C&C servers. But you have to keep also enabled "Always scan encrypted connections" you will find that in "Network settings"

Security level => Extreme: The web traffic security level that Safe Browsing uses to thoroughly scan web traffic that is received by the computer over the HTTP and FTP protocols. Safe Browsing performs a detailed scan of all web traffic objects using the full set of application databases, and it also performs the deepest heuristic analysis

There are other modules that protect from malicious network activities: NetWork Attack Blocker, and port monitoring in NetWork Settings.

Kaspersky Free is good enough overall in terms of protection features, I use it on my 2nd laptop.
You wrote about "all network activity" on your machine, this complete is covered by Kaspersky Firewall in paid versions, additional as said by @harlan4096 Network Settings "Monitored ports" this feature is available in Kaspersky Free:

When encrypted connections scan errors occur.
Ignore or Add domain to exclusions?

It depends... if error it's because of an issue with obsolete certificate, of course not

But yeah, adding URL to Exclusions it is ok.

Kaspersky firewall works by blocking or allowing application based on KSN Reputation or the trust by certificates.
And has generic packet rules.

Is that all it does, or does it protect from malicious outgoing IP addresses or by other means?
