In theory, in your case, it should be more efficient to use ControlD first and then Cloudflare, but it might also be just as effective.
Let's wait for @LinuxFan58 , who can shed some light on this "issue".

Well Google was faster than I am: I corrected the issue. thanks for reporting

@Sampei.Nihira I offered three different DNS services with malware protection, just to exclude the one the user has enabled in the browser. The first and second only applies in which order they are started (only when look-a-like characters are found), there is no deeper thought behind first and second

Pushed update to CWS

Change in stead of choosing 2 out of 3 DNS, the user can choose 2 out of 5 (because of Quad9 leaving France)
- Quad9
- DNS4EU
- ControlD
- CleanBrowsing
- Cloudflare (1.1.1.2)

When you choose a new DNS (e.g. DNS4EU or CleanBrowsing), Google asks you to allow it (because of Download Sentinel minimal permissions).

And closes a gap (download has no file extension) with some additional heuristics
