The gtx 1050 ti should work in the system, however, unless you already own that motherboard then it looks like a bad match for your needs.
It will tie you to Coffee Lake chips and its designed for high end gaming.
Its big feature is that it has 3x16PCIe slots with sli/crossfire in mind.
Nobody does sli/crossfire anymore so its a waste of money.
Go with the STRIX that you have mentioned (iirc ASUS ROG STRIX B560-E GAMING WIFI).
The STRIX will take the newer (better) CPU's and has WIFI6 and a 2.5Gbps ethernet port but most importantly it officially supports faster memory which is where you will get your best graphics improvements if you use the integrated graphics of the 11900K.
Having said that, almost any GPU you find at the dump will beat the iGPU performance of a maxed out 11900K. A 1030 with 2GB of old DDR4 will likely beat it.
My niece had an i9-9900KS (the Coffee Lake flagship) running as an iGPU and adding a GTX 1030 to her system was a massive upgrade to her experience.

Just the same, if your screen still works and has no dead pixels, what benefits would a new screen bring you ?

If you still want to upgrade, then my question is :
What will you do with this new PC ?

Without knowing what you intend to do, I cannot give you a recommendation.

At a glance, your first parts list is way overpowered, and unbalanced ; there are also parts you really don’t need unless you do extreme overclocking (such as 4GHz RAM).
Your second parts list seems a bit old, 9th gen is 2 years old already, and there were security fixes built in 10th and 11th gen.

Get a better psu. the psu you chose is garbage. i definitely not cheap out psu on build this like this.
Is that the EU or non-EU model or both? Aris from Tom's Hardware gives it a fairly good thumbs up review. Its certainly good for the price, but yes, a higher rated and more efficient and expensive certified psu would be more future proof...

I would recommend a RAM kit that is made for AMD motherboards and CPU's. Please check the exact model before you buy and check QVL.
It's not recommended to use RAM kits made for intel boards on AMD boards, although it will still work, you will not get the best performance out of the RAM kit.

I would go with a 3600Mhz. RAM Kit than a 3466mhz one. Even if you do not game, you will get better performance out of the CPU with a 3600Mhz, kit.

If it is only for Windows 11, a discrete system upgrade in my view would be the best option.and with your old video card you can make money to cover part of the costs, it occurs to me.

Since only running Windows 11 is your main priority, you should probably get an AMD Ryzen 7 5700G, buy a decent not too fancy motherboard for it, use the usable items of your current setup and upgrade things that you feel like upgrading.
5700G will make your current GPU obsolete, so maybe try to sell that if possible. This should save you a lot of money, I think. 5700G is a very capable APU btw.

Yes, but my current budget is extremely low, and I think I cannot get an appropriate loan for getting a new PC. Sigh.

Your Z170 supports up to 7th gen Intel. So you could just upgrade to a 7700k or another 7th gen CPU one which has hyper-threading and
stick with windows 10. This option will be far less costly even though windows 11 does not officially support 7th gen intel

Windows 11 is nothing more than a gimmick and IMHO just hot garbage. I would rather have a car than a PC that can run windows 11

I will change my recommendation to just updating your CPU only to a 7th Gen intel with hyper-threading and stick to windows 10.

I personally will be using window 10 till around 2025 even though my system can support 11.
