I don't use Gmail. I just use a Proton alias as my sign-in and avoid letting Google handle anything related to my emails. My Google account doesn't have any email servers hooked up.

Google still gives me the option to create a new Gmail address to attach to the account I use.

I think I can get it; Google account does not equal Gmail account.
So I can create Google account for Android phone without having a Gmail address; I have not noticed the difference before.
