Sometimes cruises have a difficult time with VPNs or do not allow them :( Anyway around this or is this not allowed? Anything else you can use to protect your data (banking) without a VPN that would work on a cruise ?

Banking sites anyways encrypt communication, so you don't need to worry about someone else snooping on your communication on the network.
What you do need in order to enhance your security is something that protects your actual computer from intruders lurking on the network. You might consider Comodo firewall, Voodooshield, Hard_Configurator, or other similar softwares. Not necessarily in that order.
VPN is good for privacy. The above-mentioned softwares are good for security.
And make sure you are connecting to the real network of the cruise ship and not to a look-alike impostor.

If you are using a cell connection then you are not on a local network, and you are inherently safer. I don't know if there is cell connection on ships at sea, but if you can use cell, it's a lot more secure than public network.

If your device is on the public network then it depends what the operating system is. My guess is that attackers are looking for Windows devices, for the most part, so if you are running android you are not their main target.

Some use Burner Browser and there is a mobile app, where you connect to a virtual desktop, conduct your internet activity then when you disconnect it self destructs leaving no trace and since it is all done on a virtual desktop no data, history, cookies etc.. nothing is stored on your device, so there is nothing for criminals, wifi spies, customs etc... to see or gather.
