Advice Request How to block internet for all other websites and programs except for youtube streaming?

Mobile data carrier gives unlimited YouTube streaming but charge for accessing other websites, how to block internet access to other websites and programs since all my credit on phone becomes 0 when I tether to PC!
I have Kaspersky internet security and NetLimiter and Glassware Pro installed on my PC.

Can't you do this with a firewall? Allowing just googlevideo.com, youtube.com and ytimg.com and port 53?

You can try to change Network rights of all the groups (Trusted, Low, High and UnTrusted) to Deny, but allow for example the browser You will use to watch YouTube (also allow KIS to network)
