Youtube is actively blocking videos in certain regions when the user is using a proxy, VPN or Tor. It began yesterday.

Youtube is entirely anti-VPN, anti-Tor, and anti-Proxy. It is a matter of official Alphabet policy.
Also, Youtube blocks access to Youtube content based upon source origin (IP addresses) of many geographic regions either for its own reasons or in cooperation with the governments in those regions.
If you are using VPN, try using different exit nodes (exit IP addresses). Many times Youtube will block certain VPN ip addresses. Sometimes permanently. Sometimes forever.
its having issues on Vivaldi, they finally got around to getting me to turn off Ublock origin, then i had to turn off the built in ad-block and now its kind of in this funky phase
where some video's it accuses me of still using a ad-blocker even though im not (ive reported the issue) and just hitting the refreash button on the popup works
but all the ad's mid video just flash for a second or less and then their gone.

@Antimalware18, I'm not experiencing any issues on Vivaldi with uBlock Origin Lite. Disable Vivaldi's integrated ad blocker within Settings and use only uBlock Origin.
@Antimalware18, Yes, it should work. I have no YouTube issues on Vivaldi with uBlock Origin Lite.
If the issue doesnt resolve itself here in a few days ill give lite a try and see if it fixes the issues. its not that big of a issue to me honestly. just noting that It isnt running as norm for me.
@Antimalware18, Disabling Vivaldi's ad blocker should resolve the issue. YouTube detects Vivaldi's ad blocker, which causes ads to appear. If you use a YouTube customization extension, disable its ad-skipping or blocking features.

as you've seen ive disabled both, and I have no other youtube customizing extension except MAYBE my sound booster. but it works on all sites. not just youtube. and mentions nothing of ad blocking. maybe perhaps McAfee WebAdvisor? dont most secuirty browsing extensions include some length of ad-blocking built in?
