Briefly explain your current issue(s)
All files running slow and choppy
Steps taken to resolve, but have been unsuccessful
I deleted the temp files.
So one time in the middle of playing an indie game, my laptop started going really slow. I reset the game, and it didn't work. I reset the entire computer, and the computer still lagged. It lagged on Chrome. It lagged out on PCSX2. I checked my CPU usage, and it was at 30%... and my hard drive is only half way full...

Did you consider to use system restore points on a time where didn't happened to slowdown your computer?

Seems your specifications are fine. Do you play games while other programs opened?

Usually just Chrome, or steam, Chrome and Skype, but I had all of them closed, and the lag still happened.

Basic stuff to speedup pc:

Defragging your harddrive
Uninstalling programs that you dont need anymore
Disable unwanted startup items
Scan for malware

Check what processes are using your system resources, if you r doing nothing there should be less than 3-5% of cpu usage. There is a ton of reasons that can cause lags. But i would bet on McAfee Internet Security - won't test that one ever again :).
