Its most likely legitimate, but they just use the fact the passwords was in a breach to try to scare you into paying for it.

That means they store passwords in clear text - at least one time, instead of only the hash.

They don't need to be breached passwords.
They might me old, recurring or weak passwords as well.

Anyway, this is how they try to convince you to pay them some $$$

I'm not concerned by the percentage, I know some are duplicates (same site, different sub-domains).

The red badge on those passwords says "old". That tells me you simply haven't changed them in a while, that's all.

The "Old" appear to be static images.

I haven't changed any passwords today, and the number has changed.
