I could be wrong! but assuming CVS or Walgreens let's me pay cash for a prepaid Visa, you have to activate the card with Visa, I sorta recall Visa wants to know who you are (maybe I'm wrong about that) or do you give them a fake name, & Mullvad doesn't care as long as payment is linked to an account?
There's a difference between pre-paid cards and a gift credit card. Pre-paid cards are refillable and require a pin, whereas a gift Visa card cannot be given any new funds and requires no pin. I buy the latter any time I don't know what to get someone for a gift. For those, you just call to activate it. No other info is needed.
