Yes, it's identical to "Edit program" of the Programs window (only "Kill process" action is hidden).

The OK button in popup is to confirm your changes. The Cancel button is to hide the popup by postponing alerts review.

It cannot; neither Porstmaster can.
You need firewall bundled with intrusion prevention system, such as Symantec endpoint protection.
