They can't. But it's no loss, as it's a really bad product. A recent version supposedly improved the detection rate, but I doubt there has been a meaningful improvement.

Since K is using UltraAV to promote K and is banned in the US, Norton blocks the UltraAV page as dangerous, but in reality it's a geopolitical block. As far as I know, Norton is an American company, so it makes perfect sense.
