I had faced similar problem earlier. I had Lenovo tablet. Attempted almost all mobile security suites (including famous ones) nothing helped.
Malwarebytes did find the infection. It came from CM Browser (pre-installed as bloatware) which couldn't be removed. Even kaspersky helped for some time but couldn't suppress the connection that was auto-toggling Wifi/ 4g data.
Almost felt like it was something hard-coded as even factory reset did not help.
My last resort format and re-install of firmware from service centre.
It did the trick- somehow reinstall didn't accompany bloatware and now its working fine

Malwarebytes couldn't find anything, scans kept coming up clean so I have had to resort to a factory reset, but you would think that there would be better solutions.
I have the same issue too. Using anti-virus, it shows it was part of my phone's system that is the thing I don't understand with my handset.
Had you tried blocking those sites or deleting the chrome's data at settings?

In my case the malware infection took admin rights and overwhelmed the screen/ any opened apps with popups.
I could even open/ move to new apps from homescreen, forget reaching the settings.
Only times I could actually do so was when I entered safe mode with no wifi/ sim card
It was a bothersome week dealing with continuous popups and random install ( not initiated/ permitted by me) when I tried sorting the issues out by myself
